Go to Appearance >> Theme Options >> Sections >> Here you can add the ID name of the section in Section ID field for each section.
Then, Go to Appearance >> Menu >> Here you can add a custom menu with the following link.
http://sitename.com/#sectionid

Note: Section id always be in lowercase.
