So that worked but it leaves me confused as to the use of the Inner Page Banner Image setting if I need to set a Featured Image on every page.

Can you elaborate?

Update: This only seems to be an issue on the four pages that are on the front page Sections.

For example this one does not work:

Sport

but this one does:

Sample Page
