Slider and header transparency

I am using the vacation pro theme and I go to the Theme option/basic settings/header opacity setting.

I have this setting to .2 but the header still blocks out the top of the slider as if opacity is set to 1. It does this no matter what level I set opacity to.

Note that the opacity in the slide caption works perfectly and the color selection for the header works great. I just can’t get the header to show any opacity.

What am I doing wrong?
